Project Overview:
Bechtel is supporting Urenco UK Ltd (UUK) through the transition from Front‑End Engineering Design (FEED) into Detailed Design and early delivery phases for a major nuclear facility in the northwest of England. This role forms part of Bechtel’s Engineering, Procurement and Construction Management (EPCM) delivery organisation, providing experienced commissioning leadership and assurance within a highly regulated nuclear environment.
The role supports UUK’s safety, regulatory, and operational objectives through close integration with engineering, safety case, construction, and operations stakeholders, drawing on deep experience of commissioning delivery across the full nuclear project lifecycle, from early design through commissioning, handover, and entry into operations.
Job Summary:
The Specialist Commissioning Manager – Nuclear & Safety Systems provides senior commissioning leadership during the Detailed Design (FEED) and early delivery phases to prepare procedures and process for a nuclear project delivered under an EPCM model.
The role focuses on embedding commissionability, nuclear safety, and regulatory compliance into design development, while establishing a robust and proportionate commissioning framework to support construction, inactive and active commissioning, and operational handover. The role requires significant experience of working within UK nuclear licensed environments, developing commissioning infrastructure, and integrating commissioning activities with nuclear safety cases and regulatory expectations.
"This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership”.
Major Responsibilities:
- Provide senior commissioning leadership for nuclear and safety‑related systems during Detailed Design and early delivery phases, ensuring commissioning requirements are embedded within engineering outputs, project plans, and safety documentation.
- Develop, author, review, and approve commissioning philosophies, strategies, and execution concepts aligned with project objectives, safety case requirements, and UK nuclear regulatory expectations .
- Lead the definition of commissioning scope, systemisation principles, commissioning logic, and interfaces between engineering, construction, completion, commissioning, and operations.
- Act as a focal point for commissioning input to design reviews, safety reviews, HAZOPs, and other hazard identification and risk reduction activities, ensuring commissioning and operational risks are identified and managed early.
- Support the integration of commissioning activities with the project safety case, ensuring alignment with safety claims, assumptions, operating limits, and regulatory commitments applicable to commissioning and operation.
- Provide commissioning leadership within the UK nuclear regulatory framework, supporting compliance with Office for Nuclear Regulation (ONR) expectations and the site Nuclear Site Licence throughout design and early delivery phases.
- Support the application of relevant Nuclear Site Licence Conditions, particularly those associated with safety documentation, plant modification control, training, operating rules, and readiness for commissioning and operation.
- Coordinate and lead discipline commissioning specialists (mechanical, electrical, C&I, process, safety systems), providing technical direction, mentoring, and assurance.
- Provide commissioning input to project schedules, estimates, resource profiles, and risk registers, drawing on previous nuclear commissioning delivery experience.
- Interface directly with the client’s commissioning, operations, safety, and regulatory teams to align expectations, resolve issues, and support progressive handover to operations.
- Contribute to project governance, readiness reviews, internal and client assurance activities, and regulatory preparedness activities relevant to commissioning and operational handover.
- Support proposal development, execution planning, and the establishment or enhancement of commissioning governance frameworks for nuclear projects, where required.
Education and Experience Requirements:
- Degree‑qualified (or equivalent) in an engineering or scientific discipline, or equivalent vocational experience supported by extensive commissioning leadership in nuclear environments.
- Extensive experience in commissioning leadership roles within UK nuclear licensed sites or similarly highly regulated industries.
- Demonstrable experience working across the full project lifecycle, including design support, inactive commissioning, active commissioning, and operational handover within EPCM or client advisory environments.
Required Knowledge and Skills:
- Extensive experience of commissioning delivery on UK nuclear licensed sites, including the establishment and operation of commissioning infrastructures.
- Strong working knowledge of the UK nuclear regulatory environment, including the Office for Nuclear Regulation (ONR) and the application of Nuclear Site Licence Conditions across design, commissioning, and operations .
- Proven experience integrating commissioning activities with nuclear safety cases, including safety justification, operating limits and conditions, and regulatory commitments .
- Significant experience contributing to and leading HAZOPs, design safety reviews, commissioning readiness reviews, and regulatory‑facing assurance activities.
- Detailed understanding of commissioning systemisation, test documentation development, completion interfaces, and commissioning governance models.
- Strong leadership capability, with experience managing large multidisciplinary commissioning teams and specialist contractors.
- Clear, confident communicator, capable of engaging with senior project, client, and regulatory stakeholders.
High degree of computer literacy, including Microsoft Office applications and commissioning data/document management tools.
Security Clearance
- The post holder must hold, or be eligible to obtain, UK Security Check (SC) clearance.
- Appointment and continued employment are subject to satisfactory security vetting and ongoing clearance requirements appropriate to work within a UK nuclear licensed environment .
Working Arrangements
- This position is based on‑site in Warrington and is currently delivered under a hybrid working arrangement requiring a minimum of three days per week on site.
- As the project transitions from FEED into Detailed Design and subsequent delivery phases, the role will progress to a full‑time, five‑day per week on‑site presence, reflecting the level of integration, leadership, and assurance required to support commissioning, safety, and regulatory activities.
