Job Summary:
In this role, you will support the formation and administration of medium sized, moderately complex subcontracts. Responsibilities include drafting and issuing bid request packages, evaluating commercial submissions, preparing award recommendations, negotiating contract terms, and ensuring that subcontracts are executed, administered, tracked, and closed out in alignment with project requirements and Bechtel’s Standard Work Process Procedures. You will coordinate closely with Engineering, Construction, Procurement, Legal, and Project Management to ensure subcontract activities comply with technical, commercial, and schedule requirements. You will also utilize Digital Supply Chain or the designated project contract automation tools to support efficient subcontract management workflows.
Major Responsibilities:
Subcontract Management
- Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and applicable procedures
- Manage assigned subcontracts, maintaining progress reviews and providing early notification of any financial, technical, or performance issues.
- Coordinates in respect of activities affecting contractual rights and obligations, subcontract performance, and other major matters.
- Manage moderately complex contract changes.
- Participate in contractual discussions, ensuring clarity and alignment across stakeholders.
- Prepare subcontract status and compliance reports for management.
- Use Digital Supply Chain or the designated project contract automation tools.
Subcontract Formation
- Preparation and issuance of bid request packages, addenda, and bid‑cycle correspondence to ensure complete, accurate, and compliant documentation.
- Prepare bidders’ lists and conduct bidder pre‑qualification.
- Coordinate bidder questions and responses to ensure alignment with project requirements.
- Receive, analyze, and commercially evaluate bids; prepare the Commercial Bid Summary (CBS) and develop recommendations.
- Directs negotiation in the commitment of subcontracts
- Secure internal approvals in accordance with established procedures and delegated authority.
- Execute commitments within delegated signing authority.
- Develop and issue subcontracts and service agreements as assigned, ensuring legal, commercial, and technical requirements are incorporated.
- Prepare subcontract documents for execution and maintain control and reporting documentation (logs, registers, status reports).
- Organize and conduct subcontract‑related meetings (pre‑bid, clarification, pre‑award) and prepare meeting notes capturing key decisions, required actions, and timelines.
- Liaise with Engineering, Construction, and/or Operations to ensure the Service Requisition and Scope of Work are fully aligned with project needs.
- Assist the project team in resolving issues involving technical specifications, commercial conditions, or moderate risk exposure.
- Utilize Digital Supply Chain or the designated project contract automation tools during formation, evaluation, and award activities.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Understanding of NEC contract frameworks and project delivery under NEC conditions.
- Working knowledge of subcontract formation and administration processes, including developing bid documents, commercial evaluations, and subcontract award recommendations.
- Ability to interpret and apply commercial terms and conditions, identify risks, and support mitigation strategies.
- Understanding of schedule, cost, and performance monitoring methods used in subcontract management.
- Strong communication, negotiation, and stakeholder‑coordination skills.
