An opportunity exists within the Bechtel project team to work closely with our customer on the Jadar Project. Jadar will be the one of the largest greenfield projects ever built in Serbia, and the first delivered by M&M in the country. It will produce approximately 10 percent of the world’s lithium with 56,000 tpa of lithium carbonate, as well as boric acid (286,000 tpa) and sodium sulphate (252,000 tpa).

The Jadar Project consists of the world’s largest deposit (136 Mt) of the newly discovered mineral Jadarite (pronounced “yadarite”). The complex project is located near Loznica, approximately 140 km from Serbia’s capital Belgrade. Jadar includes an underground mine accessed by two vertical shafts, a processing plant, an industrial waste facility and associated infrastructure. 


M&M currently has approximately 30 employees in our customer’s office in Brisbane, with two additional colleagues in Rio Tinto’s Belgrade office. As the project moves into the next phase, the team’s roles will begin transitioning to Belgrade, Serbia. Project execution is expected to begin in 2021. Bechtel is in a PMC role for this project.



Please refer to posting summary for authorized relocation level.  The commencement date is available from 01 September 2020 from Brisbane, Australia or London, UK and the role will then transition to Serbia commencing late 2020/early 2021.



The Site Manager will be responsible for development and implementation of site construction procedures and planning, including organisation and direction of construction contractors and related activities on the project.

The role will be the primary client contact for all project field activities, and responsible for all jobsite activities, ensuring construction operations are in compliance with design and specifications and construction operations are completed on schedule, within budget and to quality standards.

The construction site will be under Serbian Ministry of construction traffic and infrastructure (MCTI) and Ministry of mining and energy (MME) regulations.

The role will initially be Brisbane based as part of the construction team assisting with the formulation and development of the Feasibility Study, ES&H Plan, training plans, schedules, and procedures in preparation for establishing operations on site. The role will then transition to Belgrade in early 2021 to finalise the Feasibility Study then on to site in Loznica in single status camp accommodation on a FIFO roster.




1.     The Site Manager will be responsible for establishing and building the construction team associated with the development of the feasibility study and for the subsequent planning, coordinating and negotiating of all jobsite related activities of Bechtel, contractors, subcontractors suppliers, clients and their representatives pre and post NTP

2.     Responsible for total site management including management of contractors and subcontractors, , field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, workforce services and other functions personnel as applicable. Responsible for ensuring development and execution of, environmental compliance plan, safety plan, site survey plan, non-manual staffing plan, contracting plan, labour strategy, construction execution plan, project automation plan, quality plan, risk management plan and job-site work rules

3.     Implements Bechtel’s Zero Accident Philosophy, security, housekeeping, and fire protection on the construction site

4.     Controls jobsite expenditures for labour equipment, material and services and ensures field operations are within the budget

5.     Plans and establishes procedures to ensure construction operations meet engineering designs and specifications

6.     Responsible for all jobsite labour relations and coordinates the activities with corporate workforce services department

7.     Develops, implements and administers a jobsite security plan and coordinates the activities with corporate security department

8.     Coordinates all jobsite contractual activities. Participates in contracts and subcontracts negotiations

9.     Responsible for implementation of an effective community relations plan for the site

10.  Responsible for site Pre-Commissioning and Commissioning with support from the contractors and client operations team.

11.  Responsible for managing the establishment and operation of the construction camp in a remote location

12.  Preferred candidates will be a Bechtel Certified Site Manager.





The successful applicant shall possess the following skills:

·       The successful applicants will have a minimum of 20 years experience in construction and engineering management and proven logistics experience in setting up a site in a remote location

·       Applicants must have proven experience working as a Site Manager on a multi-billion dollar project

·       Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management, and experienced with Bechtel SWPPs.

·       Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes

·       Thorough knowledge of the project Quality Policies

·       Thorough knowledge of the project Labour Management Plan

·       Thorough knowledge of the Six Sigma Program tools and methodologies

·       Proven leadership and team building skills
