Risk and Change Manager, Serbia

Project Summary:  The Project is a 112.4 km dual-carriageway motorway located approx. 200km south of Belgrade in a low-level flood plain along the Morava River. The motorway spans from Pojate on the A1 (the North-South motorway in central Serbia) through Kruševac (which used to be an industrial hub of Yugoslavia) and up into Preljina near Čačak.

Located in the West Morava river valley, the Pojate to Preljina Motorway is considered essential to building the economic corridor to the industrial city of Kruševac, connecting it with important regional commercial centers like Sarajevo, Bosnia and Herzegovina and the port city of Bar, Montenegro. This route alignment is part of the comprehensive road network envisaged by the South-East European Transport Organization (SEETO) as part of Route 5 between Bulgaria and the Adriatic coast. The Government of Serbia (GoS) has already identified this connection as of critical importance to the development of roads infrastructure in Serbia.


Position Overview: The Risk & Change Manager for the project will support the management of risk and change control within the project by the process of facilitation, identification, assessment and management of risks (threats and opportunities) and change control.  He/She will engage the project leadership team to actively participate in the Risk and Change Control process thus generating a positive risk/change management culture with proactive actions.  The Risk/Change Manager will undertake all responsibilities and tasks in accordance with project charter, policies, strategies, processes, and procedures. 


Job Duties and Responsibilities:

  • Act as the project’s Risk and Change Manager; provide all risk and change management support, including reporting.
  • Manage project risk and change through the facilitation of regular risk & change workshops at all project levels and function/task level;
  • Support the Customer’s risk management and change control process by communicating project risk and change  information and engaging them when necessary on the project processes.
  • Support the Project Controls Manager and Deputy Project Controls Manager in ensuring that all project team members comply with the risk and change management plans and procedures, and other specific requirements for their assigned scope of work.
  • Administer project ARM risk database and ensure quality and accuracy of data therein; maintain, update records, and review risk team updates to ensure a high standard of risk management data.
  • Support and produce detailed project change control register as required within the project’s established reporting cycle.
  • Support the continuous improvement of risk and change management activities within the project team through identifying and recommending improvements for implementation.
  • Administrator for the risk tools and systems that provide the interface between project functions, Customers, and other stakeholders. Facilitate the preparation of risk treatment, provides a platform to plan risk treatment.
  • Evaluate cost and schedule uncertainty to determine all risk and change and produce analysis and reports as necessary.
  • Assist in the continuous improvement of procedures as necessary to ensure that risk and change management is embedded within the project going forward.


Basic Qualifications:

  • Bachelor’s degree in Engineering, Construction Management or related with relevant project risk management experience in engineering/construction projects (not finance industry). 
  • Nine to 13 years of relevant working experience in the industry.
  • Expert level experience in using ARM, @Risk, and Primavera Risk Analysis risk management tools.
  • Sound knowledge of risk management processes and procedures (ISO 31000).
  • Experience in producing detailed project level risk and change management reports to tight deadlines.
  • Comfortable in producing high quality presentations and training sessions.
  • Experience in delivery and communication of risk and change management processes and procedures at all levels.
  • Able to articulate schedule risk and change data to non-specialist audiences.
  • Problem solving skills, able to demonstrate complex, quantitative research and analytical thinking.
  • Motivation skills, able to work autonomously or in a team environment, motivating self and others.
  • Able to build and manage working relationships at all stakeholder levels, including the customer.
  • Able to model complex cost, schedule, and risk impacts in a number of applications, commensurate to the maturity of the projects.
