An opportunity exists within the Bechtel project team to work closely with our customer on the Jadar Project. Jadar will be one of the largest greenfield projects ever built in Serbia, and the first delivered by M&M in the country. It will produce approximately 10 percent of the world’s lithium with 56,000 tpa of lithium carbonate, as well as boric acid (286,000 tpa) and sodium sulphate (252,000 tpa).

 

The Jadar Project consists of the world’s largest deposit (136 Mt) of the newly discovered mineral Jadarite (pronounced “yadarite”). The complex project is located near Loznica, approximately 140 km from Serbia’s capital Belgrade. Jadar includes an underground mine accessed by two vertical shafts, a processing plant, an industrial waste facility and associated infrastructure.   

 

The project is contemplating awarding an EPC package for the process plant and associated above ground facilities known as the Regional Constructor Package. The regional constructor will be responsible for taking the Front End Engineering Design Packages prepared by others and then conducting:

 

·       the detailed design,

·       procurement of packages

·       undertaking the construction and pre-commissioning of the works

 

The Regional Constructor Package Lead will have primary accountability for completing the award of the contract, and managing the contractor through to completion of the scope, anticipated to be in 2025. The role will be located initially in the Regional Constructors home office, at a location likely to be in a major European capital city. The role may subsequently transition to Belgrade at an appropriate time.

 

The role will be supported by a small team of specialists in:

 

·       contract administration,

·       engineering

·       procurement

·       project controls

 

Management of the construction will be the responsibility of the relevant Area Superintendent who will report to the Construction Manager on a day to day basis, but will co-ordinate with the Regional Constructor Package Lead for contractual matters.

 

Please refer to posting summary for authorized relocation level. This role will be based in a European location longer-term, however the initial scope focus will be based in Belgrade, Serbia.

 

SUMMARY:

Responsible for managing, coordinating, and administering the Regional Constructor contract from the conceptual stages through planning, engineering, procurement, construction, pre-operational testing, start-up, and performance testing. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure the contract objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of the Regional Constructor scope of works to the customer. Provides leadership for the development and maintenance of a high-performance team assigned. Has overall responsibility for contract execution, ensuring that the Regional Constructor scope of works is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.

 

ESSENTIAL JOB DUTIES:

 

1.      Establishes an appropriate, integrated organizational structure, including off-project functional and specialist support. Defines and communicates roles, responsibilities, and authorities to the assigned team members and the Customer to ensure the Regional Constructor contract completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements.

 

2.      Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including the Regional Constructor’s Engineering, Procurement and Construction Execution Plans; Contract Management Plan; Plan for addressing critical cross-functional work processes and systems. Promotes the use of constructability reviews during contract execution.

 

3.      Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract, that a trend program is in place, that change orders and contract adjustments are processed in a timely manner. Implements and maintains a change management control system.

 

4.      Facilitates with assigned team members the development, communication, implementation, update and continual use of the Project Execution Plan. Reviews and maintains the contract project control systems which measure progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be taken.

 

5.      Identifies quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments. Assesses customer perception of quality on a regular periodic basis.

 

6.      Oversees the Regional Constructor’s Environmental, Safety & Health program for both the office and field work environments including contractor and subcontractor activities. Ensures design is in accordance with ES&H laws and regulations applicable to the project under Serbian Law.

 

7.      Oversees the Regional Constructor’s Document Control and Records Management systems. Ensures that customer standards for documentation and electronic files are maintained, as appropriate.

 

8.      Reviews and approves bid tabulations for commitments on all Regional Constructor’s purchase orders, contracts, and sub-contracts, and recommends to the Customer critical changes to these documents in accordance with the delegated commitment authority.

 

9.     Directs the preparation and presents the contract progress and performance to management.

 

10.   Establishes and controls the budget for contract costs.

 

11.   Establishes a plan to provide training opportunities for assigned team members.

 

12.   Promotes the management concept of Continuous Improvement (CI) among assigned team members. Leads the CI process associated with the Regional Constructor’s scope of work, monitors and mentors the concept of total installed cost (TIC). Initiates, promotes, and continually practices team building with the assigned team members.

 

13.   Conducts periodic contract and Customer meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution.

 

JOB KNOWLEDGE: 

 

·       Knowledge of Bechtel organization, policies, procedures and programs including QA and Safety.

·       Knowledge of industry, technology and EPC work processes, including knowledge of customs, culture and business practices of Region/Country where project is located. Knowledge and understanding of working arrangements including sub-contracting, joint ventures or alliances, and consortiums. Experience with cost reimbursable contracts.

·       Knowledge of front-end activities.

·       Ability to effectively organize and staff a project team in a matrix organization.

·       Knowledge and understanding of Bechtel standard tools, techniques and procedures

·       Knowledge and experience in baseline development and implementation

·       Business and Commercial awareness

·       Knowledge and experience in Project Execution Plan development and implementation.

·       Knowledge of continuous improvement methodologies.

·       Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation.

  • Change control and documentation management
  • Cost trend program and its linkage to change control
  • The hierarchy of requirements documents in case of conflict (RFP, Proposal, Contract, etc.)
  • Joint Ventures, Alliances and Consortiums

·       Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality management and the ability to manage the relationships/interfaces with management and functional groups.

·       Oral, written and graphic communication and presentation skills.

·       Ability to conduct effective meetings.

 

SKILLS

 

The preferred candidate should be professionally qualified with 15+ years’ experience, be commercially astute with an advanced knowledge of contracts, and have a sound engineering/ construction background.
