An opportunity exists within the Bechtel project team to work closely with our customer on the Jadar Project. Jadar will be the one of the largest greenfield projects ever built in Serbia, and the first delivered by M&M in the country. It will produce approximately 10 percent of the world’s lithium with 56,000 tpa of lithium carbonate, as well as boric acid (286,000 tpa) and sodium sulphate (252,000 tpa).

The Jadar Project consists of the world’s largest deposit (136 Mt) of the newly discovered mineral Jadarite (pronounced “yadarite”). The complex project is located near Loznica, approximately 140 km from Serbia’s capital Belgrade. Jadar includes an underground mine accessed by two vertical shafts, a processing plant, an industrial waste facility and associated infrastructure. 

M&M currently has approximately 30 employees in our customer’s office in Brisbane, with two additional colleagues in Rio Tinto’s Belgrade office. As the project moves into the next phase, the team’s roles will begin transitioning to Belgrade, Serbia. Project execution is expected to begin in 2021. 



In accordance with Bechtel and Project procedures, the Senior Purchasing Specialist is required to:

§ form and administer medium to high complexity purchase orders in accordance with the supply chain assignment schedule.

§ participate in the development of master purchase order documentation, procedures, forms and templates.

Whilst this role does not have direct reports it is expected that the Senior Purchasing Specialist will provide mentorship and guidance to less experienced or new personnel within the broader contracts and procurement team. 

This role reports to and receives operational direction from the Procurement Supervisor and receives functional guidance from the respective procurement global business unit management.




Demonstrate leadership in the following areas:

§ provides support to procurement management on updates to the contracting strategy and supply chain assignment schedule to reflect project changes or to improve the cost and schedule outcome for the client.

§ represents procurement function at package and project reviews.

§ participates in development / update of project procurement operating procedures, forms and templates for review by designated supervisor and inclusion into the project procurement procedures as required.

§ providing recommendations to designated manager regarding changes to the terms and conditions, procedures, templates and forms to improve efficiency, accuracy, quality of the procurement function outputs.

§ performing all activities in a manner that demonstrates a commitment to continual improvement. 


Undertakes formation and administration of medium to high complexity project purchase order commitments through established project policies and procedures, including:

§ communicating with client, third party engineers, construction and other functions as required, to form packages as and when required. 

§ preparing bid request packages, addenda and other bid cycle correspondence to ensure proper format, content and project requirements are met.

§ providing recommendations regarding changes to template terms and conditions, as appropriate.

§ reviewing bid tabulations for accuracy, bidder recommendation and completeness. 

§ leading negotiations for medium and high complexity contracts.

§ administering contract in accordance with the terms and conditions of the contract including management of and processing variations, payment, claims, etc

§ providing reports to management including in relation to potential cost and schedule impacts on the overall project budget and schedule.   

The Senior Purchasing Specialist is to utilise their superior communication skills to:

§ maintain relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and contractors, when necessary, of the overall project requirements.

§ maintain contact with corporate groups, functional departments and global business unit contracts personnel.

§ maintain contacts with client personnel as authorised and/or directed.




§ Broad experience in the formation, negotiation, award and administration of medium to high complexity purchase orders.

§ Experience in developing complex purchase orders, fee arrangements, terms and conditions for large construction or mining projects.

§ Working knowledge of all other areas of procurement including transport and logistics, supplier quality and materials management. 

§ Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.

§ Skilled in working and communicating effectively with all levels of project functional groups.

§ Fluency in written and verbal English.
