Deputy Project Controls Manager (Serbia)

Project Summary:  The Project is a 112.4 km dual-carriageway motorway located approx. 200km south of Belgrade in a low-level flood plain along the Morava River. The motorway spans from Pojate on the A1 (the North-South motorway in central Serbia) through Kruševac (which used to be an industrial hub of Yugoslavia) and up into Preljina near Čačak.

Located in the West Morava river valley, the Pojate to Preljina Motorway is considered essential to building the economic corridor to the industrial city of Kruševac, connecting it with important regional commercial centers like Sarajevo, Bosnia and Herzegovina and the port city of Bar, Montenegro. This route alignment is part of the comprehensive road network envisaged by the South-East European Transport Organization (SEETO) as part of Route 5 between Bulgaria and the Adriatic coast. The Government of Serbia (GoS) has already identified this connection as of critical importance to the development of roads infrastructure in Serbia.

 

Position Summary:  The Deputy Project Controls Manager (DPCM) is responsible for managing a team of circa eleven (11) Bechtel, Enka and local planners, cost engineers, Risk & Change specialists. The DPCM reports to the Project Controls Manager and is responsible for ensuring that all cost, schedule and risk/change functions are implemented for the overall project. This includes cost engineering, estimating, risk & change management, and analysis/control, as well as all planning/scheduling activities such as development, maintenance, and monitoring, impact identification, and recovery plan development. The DPCM will also support project organizational and administrative activities and provide non-routine cost engineering/planning and scheduling guidance as required. He/she will be responsible for Identifying, analyzing and providing innovative solutions to cost engineering and planning/scheduling problems.

 Job Duties and Responsibilities

  • Responsible for insuring that all cost and schedule related functions on the project are performed in accordance with procedures and good practice.
  • Provides technical direction, training, day-to-day supervision and coaching to all project assigned Project Controls personnel.
  • Provide leadership to the planning, scheduling, risk/change control and cost control teams as necessary to meet internal and external customer requirements while adhering to the budget and schedule demands of the project.
  • Responsibilities include managing, leading, and providing administrative and technical direction to staff of project controls professionals, interfacing with management, engineering, construction, contracts, and procurement, and driving innovative solutions to cost engineering and planning/scheduling problems with the intent to help execute the project efficiently and effectively.
  • Provide timely and accurate analysis and reporting to the Business Manager/ Project Manager. Provide quality support to project and corporate management with organizational and administrative activities, including non-routine cost engineering/planning and scheduling guidance analysis, and presentations.
  • Assist in commercial operations and prime contract administration, and interface with customers.
  • Meet with and make presentations to client personnel.
  • Interface with Project Controls functional department for reporting oversight and consistent application of procedures.

 

Basic Qualifications

  • Bachelor’s Degree from an accredited university in Engineering, Construction Management, or related field.
  • 9-13 years of experience in the Engineering, Procurement, and Construction industry.
  • Working knowledge of project control tools and cost databases.
  • Advanced proficiency in MS Excel, MS Word, and Primavera scheduling concepts.
  • Capability and flexibility to handle multiple tasks in restricted timeframes to support project goals.
  • 5 years of supervisory experience and skills in applying team building leadership preferred.
  • A thorough understanding of Prime Contract formation and execution.
  • Excellent verbal and written communication skills.
  • Prior demonstrated capability to present information and analysis to senior management.
  • Must be able to work overtime and adapt to changing work schedules.
