Project SummaryThe Project is a 112.4 km dual-carriageway motorway located approx. 200km south of Belgrade in a low-level flood plain along the Morava River. The motorway spans from Pojate on the A1 (the North-South motorway in central Serbia) through Kruševac (which used to be an industrial hub of Yugoslavia) and up into Preljina near Čačak.

Located in the West Morava river valley, the Pojate to Preljina Motorway is considered essential to building the economic corridor to the industrial city of Kruševac, connecting it with important regional commercial centres like Sarajevo, Bosnia and Herzegovina and the port city of Bar, Montenegro. This route alignment is part of the comprehensive road network envisaged by the South-East European Transport Organization (SEETO) as part of Route 5 between Bulgaria and the Adriatic coast. The Government of Serbia (GoS) has already identified this connection as of critical importance to the development of roads infrastructure in Serbia.

 

Position Summary:  The Business Manager (BM) is responsible for managing the following departments: Document Control, Finance & Accounting, Project Controls, Human Resources, Procurement & Subcontract Management, Camp & Facilities and IS&T. The BM is responsible for the day to day operations of each of these departments and reports to the Project Manager. The BM advises the Construction Manager and Project Manager on all business matters and assists in the development of strategy and processes for implementation.

 Job Duties and Responsibilities

  • Provide oversight to all commercial activities to ensure relevant Governance (Bechtel, Enka and Others) is followed.
  • Direct and provide functional oversight of: Document Control, Finance & Accounting, Project Controls, Human Resources, Procurement & Subcontract Management, Camp & Facilities and IS&T activities.
  • Overseeing the effective implementation of Project Control systems (Bechtel, Enka and Others).
  • Reviewing and recommending staffing needs for all  the departments in his/her remit.
  • Work with Project Operations teams to assess recovery and mitigation action and make recommendations.
  • Coach and supervise project team members to maintain technical competence and consistency of administration within the project. Check that actions or lack thereof which may result in trends or contract changes are identified and make recommendations on their resolution.
  • Monitor the Change Management System to check that that regular review and mitigation of trends takes place.
  • Coordinate studies of “business cases” to ensure proper commercial decisions are taken.
  • Take necessary care to properly protect the confidentiality, integrity and availability of both corporate and agency information from unauthorised disclosure, modification or destruction.

 

Basic Qualifications

  • Degree in Engineering, Business, or Construction Management, or equivalent experience.
  • Minimum 15 years of experience in the Engineering, Procurement, and Construction industry.
  • Business and Commercial knowledge and experience including:
    • Project Execution Plan development and implementation.
    • Contracts/subcontracts formulation and administration, risk analysis, and commercial negotiation.
    • Change control and documentation management
    • Cost trend program and its linkage to change control
    • Working effectively in Joint Ventures, Alliances and Consortiums
    • Cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality management and the ability to manage the relationships/interfaces with management and functional groups.
  • Knowledge and understanding of standard tools, techniques and procedures including:
    • Project Controls, Financial management
    • Automation, including standard office tools
    • Records management
    • Root Cause Analysis
  • Capability and flexibility to handle multiple tasks in restricted timeframes to support project goals.
  • Strong written and verbal communication skills
  • 12-15 years of supervisory experience and skills in applying team building leadership.
  • Excellent verbal and written communication skills.
  • Prior demonstrated capability to present information and analysis to senior management.
  • Experience of operating strategically and commercially in numerous functional areas
  • Advanced proficiency in MS Office
  • Must be able to work overtime and adapt to changing work schedules.
