Project Overview:

 Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.  

 

Work Location: Ras-Al-Khair. The designated work location for this position is Ras-Al-Khair, situated approximately 100 kilometres north of Jubail Industrial City. Employees will be required to commute daily between Jubail and Ras Al-Khair using the provided transportation facilities or shuttle bus service. Complimentary breakfast and lunch are currently offered to Ras-Al-Khair assignees on workdays. 

Job Summary:

In this role, you will be responsible for supporting the development, integration, and maintenance of project schedules across all phases of execution. This role involves developing and maintaining project schedules, coordinating with engineering disciplines, and interfacing with contractors to ensure timely delivery of project milestones.

Major Responsibilities:

  • Develop and maintain detailed project schedules using Primavera P6 for infrastructure projects including roads, bridges, tunnels, and utilities.
  • Interface with engineering, procurement, construction, and commissioning teams to ensure schedule alignment.
  • Monitor Sub-Contractor progress and performance against baseline schedules and provide early warnings for potential delays.
  • Prepare and present schedule reports, dashboards, and recovery plans to project management and stakeholders.
  • Ensure compliance with Bechtel’s project controls procedures and standards.
  • Participate in project reviews and provide schedule insights to management.

Education and Experience Requirements:

  • Requires bachelor’s degree in Engineering (or international equivalent in a related technical discipline).
  • 9-12  years of relevant experience in project controls and engineering or a related area.

 

Required Knowledge and Skills:

  • Minimum 8 to 10+ years of proven experience in project controls, engineering, or a closely related field.
  • At least 5 years of experience specifically in a Project Controls Engineer role within a large-scale organization.
  • Advanced proficiency in planning and scheduling tools such as Primavera P6.
  • Strong understanding of infrastructure project lifecycle and construction methodologies.
  • Ability to develop, maintain, and analyze integrated project schedules across engineering, procurement, and construction disciplines.
  • Experience in coordinating with multi-disciplinary engineering teams to align schedule deliverables.
  • Knowledge of Earned Value Management (EVM) and progress measurement techniques.
  • Capability to perform schedule risk analysis and develop mitigation strategies.
  • Proficient in preparing schedule reports, dashboards, and visualizations for internal and external stakeholders.
  • Strong analytical and problem-solving skills with attention to detail.
  • Effective communication skills for interfacing with project leadership and stakeholders.
  • Excellent analytical skills with ability to analyze large and complex data and worksheets.
  • Professional certification in project planning or controls such as PMP (Project Management Professional), PSP (Planning & Scheduling Professional), or equivalent preferred.
