Job Summary:

In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

Major Responsibilities:

  • Implement cost engineering processes and procedures to develop and maintain project budgets, cost estimating, cost and job hour monitoring, cost control activities and cost variance analysis, cost engineering deliverables and reports
  • Provide generally routing and non-routine cost engineering guidance, analyzes to provide innovative solutions to cost engineering challenges
  • Prepare cost studies and specific budgets in accordance with prescribed standards and procedures, utilizing historical data, statistical analysis, and cost and quantity comparisons
  • Develop and implement project requirements for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures
  • Perform budget allocation and reporting/cost control regime for specific construction discipline or group of
    disciplines
  • Identify cost trends for management attention; review identified cost trends for cost effectiveness and suggest alternatives when appropriate
  • Develop quarterly financial status reporting which includes cash flow and job hours forecast
  • Maintain open communications with other organizations to support cost engineering analysis and control
    activities
  • Participate in developing and presenting training classes on designated subjects and on-the-job training programs

Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) in engineering or construction management
  • 8-10 years of relevant experience in cost engineering and project controls related functions on complex EPC projects, preferably in the Energy industry

Required Knowledge and Skills:

  • Demonstrated initiative and motivation, with a proven ability to work independently and drive results in complex environments
  • Advanced expertise in cost control methodologies, including the use of specialized databases, complex spreadsheets (Microsoft Excel), word processing, and presentation software (Microsoft PowerPoint) with the ability to quickly learn and utilize proprietary cost control and reporting tools; experience with EcoSys and PowerBI is preferred
  • Excellent verbal and written communication skills, with a track record of effectively collaborating across multi-discipline teams, and presenting detailed cost analyses to senior management and clients
  • Advanced knowledge of cost engineering work processes for engineering, procurement, and construction work processes for Energy projects
  • Familiarity with Earned Value Management (EVM) and Value of Work Done (VOWD) principles, with the ability to apply these concepts to project cost tracking and reporting
  • Proficient in early identification and analysis of budget deviations, including scope changes and cost trends, with the capability to recommend effective alternatives and corrective actions
  • Strong analytical skills in interpreting technical processes, engineering drawings, quantity take-offs, and financial reports
  • Comprehensive understanding of the full project lifecycle, including engineering, procurement, contracts, construction, and startup, gained through formal training or hands-on experience
