Project Information: Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio. Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs. This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.


Job Dimensions:

·      Develop, implement, and coordinate safety, hazardous material awareness, and fire-prevention programs.

·      Implement a project wide culture of safety with regular meetings, tool-box talks, safety training, site signage and reporting.

·      This project is being built on an operating Military Industries Corporation (MIC) site in Al Kharj. This requires close interaction with Safety personnel at MIC.

·      Review Contractor’s written safety/fire prevention programs for realistic acceptability based on the work performed under each contract.

·      Direct safety personnel and develop subordinates to maximum potential for advanced manning requirement.

·      Review daily surveys of contractors’ operations to ensure compliance with Saudi-Arabian Bechtel standards.

·      Maintain working relationship with Contractor, client and MIC Safety Department.

·      Conduct accident investigations, analyze causes and formulate recommendations for positive remedial action. Administer through recommendation and information, the Construction Safety Manual.

·      Conceive, formulate and monitor a factual and dynamic safety program designed to achieve the highest degree of protection against personnel injury, occupational hazards and property damage.

·      Ensure all Contractors on site follow project activities, procedures for attaining highest standard in safe working conditions, timely arrest of unsafe working methods.

·      Engage in regular meeting with stakeholders and third parties to ensure adequate coordination of work interfaces and identification of required resources.

·      Advise the Construction/Site Manager on accident trends and potential and recommended adequate control measures to preclude re-occurrence.

·      Participates as subject matter expert in ES&H Committee / Zero Accident Team supporting and advising Project Manager and Manager of Construction on areas of concern.

·      Prepares and update ES&H emergency plans including pandemic preparedness.

·      Participates in senior management audits with Project Manager and Manager of Construction

·      Attends Bi-weekly meetings to support to Area Construction Managers and provide advice on incident trends, predictive metrics and engagement programs

·      Advise managerial personnel of safety program, progress or unresolved safety problems. Implement and update filing system on all safety-related matters.

·      Attend and actively participate in Construction meetings.

·      Plans Safety staffing needs for assigned projects. Performs financial reviews for constructability, reviews and approves Annual Reports, salary planning and bonuses as it relates to Safety.

·      Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.

·      Conducts performance reviews and career counseling.

·      Maintain liaison with GBU functional management to coordinate workload and staffing plans, work processes and procedures


Essential Job Requirements:


·      College/University degree in a subject relevant to engineering, construction or safety from an accredited college or university with minimum 10-15 years’ experience in construction industry.

·      Bechtel experience preferred.

·      Requires demonstrated supervisory skills, commensurate with management level responsibility.

·      Requires demonstrated skill in using independent judgment to make decisions affecting the ES&H department as well as interface departments.

·      Knowledge of safety procedures, engineering systems, principles, and methodologies.

·      Supervisory experience essential.

·      Have proven experience in the planning, monitoring and review of safe systems of work, risk assessments and control systems such as permit to work processes.

·      Requires experience in management of construction managed projects within the Kingdom of Saudi Arabia

·      Proven experience with working with contractors as part of construction managed, delivery partner projects.

·      Ability to lead incident investigations as required to identify causal factors, root causes and corrective and preventative actions.

·      Previous experience in an ES&H capacity on a manufacturing or industrial project.

·      Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.



·      Skilled in working with and communicating effectively orally and in writing regarding all commercial matters

·      Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.

·      Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.

·      Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to all levels of the organization.

·      Manage the ES&H Team providing coaching, career development and support as required to ensure an effective succession plan.

·      Fluency in Arabic and English




·      NEBOSH Diploma / Chartered Membership of IOSH or other recognized certification scheme preferred (or similar internal recognized ESH certification).

·      Implementation and maintenance of the project ESH Management System in line with ISO 14001, OHSAS 18001 / ISO45001.

·      Knowledge of engineering and construction systems, methods, and work processes.

·      Knowledge of construction planning, estimating, procedures, and execution.

·      Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.

·      Experience in safety inspections/assessments during construction.

·      Bechtel experience preferred.



·      Self-motivated individual with good leadership skills and experience and the ability to influence without authority.

·      Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.

·      Ability to work within an integrated Bechtel team at multiple levels from site worker level to Project Manager level.

·      Demonstrated ability to influence key stakeholders to make critical decisions where required.

·      Ability to work within a culturally diverse organization, recognizing and respecting differences

·      Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers in the field, cognizant of the different learning abilities to ensure key messages are effectively received.
