This role will be for work supporting the SCM21 project for BHP, Olympic Dam operation located at Roxby Downs, SA.

The ER/IR Specialist role will commence as an Adelaide based role, and will transition to a site based role in the 2nd quarter of 2021.

The ER/IR Specialist will be required to deputise for the Workforce Services Specialist during periods of absence due to project roster arrangements.


Position Summary

The ER/IR Specialist will assist in the development and approval of the Project Workforce Services Management Plan which shall incorporate the Employee Relations Strategy for the Project as well as the management and successful delivery of functions required to support this strategy.

The ER/IR Specialist will be responsible for engaging the support of Project and Contractor Leadership in order to ensure the effective and consistent implementation of the plan in order to successfully deliver the desired employee relations outcomes for the Project.

In addition to supporting the development of the employee relations strategy for the project the Workforce Services Specialist shall also be instrumental in the establishment of a recruitment and mobilisation processes, mobilisation of personnel to site, coordination of pre-employment screening and medicals, security, inductions, accommodation, training, and bussing.

The ER/IR Specialist will be the primary point of contact for Workforce Services matters, for a number of site based contractors. The ER/IR Specialist is responsible for providing day to day direction to contractor Workforce Services Representatives and support the Workforce Services  Specialist, and Manager in advising management and client personnel of ER/IR, travel, Site Accommodation Facility, Security issues and recommend solutions in a timely manner. This position reports directly to the Employee Relations Specialist or his/her nominated designee.



  • Establish an environment on site that encourages workforce participation and attracts personnel to want to work on the Project;
  • Analyse project morale and industrial environment to identify immediate and/or potential labour issues;
  • Decide on and implement corrective action to prevent work stoppages and construction schedule delays;
  • Champion the engagement of local people on the Project by establishing a local recruitment centre, skills development training programs for local personnel and ensuring contract documents require subcontractor support;
  • Work with Bechtel’s Legal and local representatives to develop an understanding of relevant legislation and industrial behaviour / protocols;
  • Responsible for implementing craft process improvement programs at the jobsite level;
  • Responsible for the day to day operation of the Project Security, Transport and Reward and Recognition functions;
  • Responsible for maintaining Project employee behaviour on site, in accommodation and within the local community;
  • Perform other duties as required by Bechtel’s PMC management.


Qualifications and Skills

  • Bachelor’s degree in Human Resources, Labor Relations or other relevant discipline from an accredited university;
  • A minimum of 5 years’ on-site experience in managing labour relations functions on remote industrial construction projects;
  • Experience in managing employee accommodation facilities, inclusive of subcontract management, food and hygiene compliance and behaviour management;
  • Experience in understanding of contract documents and utilisation of clauses to encourage desired Contractor employee relations behaviour, without exposing Bechtel to commercial claim;
  • Ability to effectively engage with all levels of internal and external leadership / supervision;
  • Experience in developing training programs for manual employees and their supervisors;
  • High skill level in written and verbal communication, presenting to audiences and computer literacy (Microsoft Office, Excel spreadsheets, Power Point and Visio).
