Job Summary:

The Regional SQR AEX Supervisor (Level III) provides operational and functional supervision to Supplier Quality Representatives (SQRs) and Area Expeditors (AEXs) within the assigned region. This role ensures consistent, risk‑based surveillance execution, supplier engagement, and compliance with Bechtel policies, procedures, and quality objectives.
In addition to operational oversight, this position is accountable for driving clarity, alignment, coaching, development, accountability, and consistent leadership behaviors across the team to support BSQE’s global operating model.

Major Responsibilities:

A. Supervision Received

Receives operational direction and functional guidance from the BSQE Regional Manager.
Receives project‑specific direction from Project Supplier Quality Representatives/Supervisors and Project Expeditors/Supervisors.

B. Supervision Exercised

Provides operational and functional supervision to SQR/AEX personnel within the region.
Oversees performance, development, workload distribution, and compliance.

C. Contacts

Interfaces with Regional Project Supplier Quality Managers, BSQE leadership, project teams, engineering, and supplier management.
Maintains regular communication with SQRs/AEXs through calls, field visits, and coaching sessions.

Responsibilities

  • Ensure every SQR/AEX understands assignment scope, priorities, risks, and deliverables.
  • Translate project expectations, QSP requirements, and leadership directives into clear, actionable guidance.
  • Remove ambiguity and drive consistent execution across the region.
  • Model urgency, ownership, professionalism, and integrity in all interactions.
  • Lead by promoting a culture of clarity and respect, addressing concerns directly to prevent rumors and keep focused on facts and positive collaboration.
  • Verify correct application of codes, standards, and project specifications.
  • Ensure surveillance activities are risk‑based and aligned with QSPs.
  • Review surveillance reports for completeness, clarity, and accuracy.
  • Ensure early identification of risks, trends, and potential NCR conditions.
  • Provide coaching when technical gaps or misinterpretations appear.
  • Hold SQRs accountable for commitments, deadlines, and quality of work.
  • Track action items, escalations, and supplier issues to closure.
  • Address performance gaps early with direct, factual feedback.
  • Ensure consistent application of SQPs, QSPs, and technique sheets.
  • Monitor NOI’s and develop trends by project and suppliers.
  • Identify skill gaps and create targeted development plans.
  • Maintain and update the Competency Roster to track SQR/AEX capability, development needs and to assign Fit for Purpose coverage.
  • Guide SQRs on professional, assertive communication with suppliers.
  • Maintain strong relationships with supplier management to reinforce expectations.
  • Review assignments, workloads, itineraries, and travel expenses.
  • Coordinate with projects for assignment of SQRs/AEXs.
  • Monitor effectiveness of SQR/AEX performance through field visits and report reviews.
  • Utilize Resource Loading to plan, allocate, balance, and forecast SQR/AEX workload across regions.
  • Ensure compliance with SQPs, QSPs, corporate requirements, and ethics training.
  • Verify that documentation, surveillance records, and NCRs are accurate, defensible, and audit‑ready.
  • Support audits, assessments, and continuous improvement initiatives.
  • Ensure SQRs apply WDGLL consistently across all assignments.

Education and Experience Requirements:

  • Experience in manufacturing, inspection, testing, and technical document review.
  • Associate degree in a technical field or 12–15 years of relevant experience.
  • Minimum 8,000 hours of in‑shop quality surveillance experience.
  • Supervisory experience of at least 8 SQ/QA personnel.
  • Ability to travel domestically and internationally at a minimum of 3 days per week; valid driver’s license and passport.


 

Required Knowledge and Skills:

  • Ability to be certified as a Bechtel Supplier Quality Level II Mechanical/Electrical SQR.
  • Broad experience with industry materials and equipment purchased by Bechtel.
  • Strong understanding of supplier QA programs, corrective/preventive action processes, and industry codes/standards.
  • Demonstrated ability to coach, develop, and lead technical personnel.
  • Strong communication, influence, and stakeholder engagement skills.
