Project Overview

Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed the Delivery Partner within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project and will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors and multiple advanced early works (EAW) packages Contractors and two large Progressive Design Build Contracts. The scope includes both managing the Works associated with the program and with the individual construction projects.   

 

Position Summary

Bechtel is seeking a Project Controls Manager who will be responsible for cost engineering, cost analysis/control, risk, reporting and planning/scheduling activities for a large scale project on the Ontario Line Program. The Project Controls Manager will oversee a team of 3 to 5 individuals and provide oversight within all disciplines of project controls. The individual will support the project organizational and administrative activities. Provides generally non-routine cost engineering/planning and scheduling guidance. Identifies, examines, and provides innovative solutions to cost engineering and planning/scheduling problems. The ideal candidate will have the right to live and work in Canada and current or previous experience managing estimating departments on large infrastructure projects. 

 

Responsibilities

The following duties are performed with respect to the Project Controls Manager:

  • Provide best practice Project Controls expertise and service across the program incorporating cost management, project scheduling, reporting and risk management.  
  • Develop and implement existing client procedures, tools and processes to allow for effective monitoring, reporting and control of all Project Control Functions. 
  • Ensure the right level of resources are maintained for optimum delivery.  
  • Assist with the development and implementation of training plans. 
  • Develop key objectives and the judicious direction of all Project Controls functions including processes, procedures, systems and resources.  
  • Chair Project Reviews and risk workshops to ensure that all major projects are being managed effectively from a cost, time and risk management perspective.  
  • Provide support, advice and expertise to the contracts and commercial team in relation to contentious claims and disputes that may arise on construction and consultancy contracts. 
  • Oversee the ongoing development and maintenance of an effective Change & Contingency Management process. 
  • Oversee the development and maintenance of the project schedule. 
  • Peer review business-critical project schedules so that timescales proposed are realistic and obtainable. 
  • Oversee the development, maintenance and adoption of fit-for-purpose project risk registers across the project. 
  • Take direct responsibility for the development of a schedule risk-adjusted budget for each financial year. 
  • Drive a positive, persuaded culture within the scheduling team and ensure they are invested in managing and improving scheduling performance.  

 

Qualifications and Skills

Basic Qualifications

  • Degree in Engineering, Business, or Construction Management, or equivalent experience.
  • 15 years’ experience, at least 8+ years on rail projects 
  • Process driven with excellent attention to detail. 
  • Ability to work effectively in a team environment, motivating and supporting others. 

 

Additional Qualifications

  • Demonstrated expert understanding of project controls core processes and procedures including, cost control, planning, risk analysis, trend reporting and information management.
  • Knowledge of planning/scheduling and cost engineering project activities. 
  • Technical and practical comprehension of engineering procurement, and construction functions and general business techniques.
  • Knowledge of commercial terms and conditions such as currency exchange impacts and hedging arrangements.
  • Expert knowledge of Estimating and cost management work processes and systems.
  • Knowledge of competition, targeted markets, current industry and technical developments.
  • Excellent skill in oral and written communication with demonstrated skill to present estimating information to management and client.
  • Demonstrated skill in management, supervisory and administrative functions.
  • Experience of managing project financial and cost management systems. 
  • Experience of risk management systems and development of corporate and project risk strategies. 
  • Significant experience of leading, managing and organizing teams. 
  • Strong commercial and financial awareness including monitoring and co-ordination of budget. 
  • Experience in program scheduling and resource integration. 
  • Experience in proposing alternative and innovative solutions with a strong client service ethic 
  • Experience in leading a team of diverse backgrounds and experience towards a single project outcome. 
  • Excellent organizational skills with the ability to manage deliverables within tight timelines. 
  • Excellent interpersonal and communication and presentation skills.
