Bechtel has been appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Project, a transformational transit project for the Greater Toronto Area.  The multi-billion-dollar project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment.

 

Position Summary

We are seeking a highly skilled and detail-oriented Technical Delivery Manager to oversee the technical delivery and integration of Elevated Guideway & Stations Project.   our individual contracts pertaining to different segments of the north segment along with the Project/ System wide contract for the Ontario Line Project. The successful candidate will play a crucial role in ensuring 1) integration and handovers between engineering, construction, testing & commissioning, and final handover, and 2) engineering progress and performance is delivered as the baseline.  The focus of this role will be on effectively integrating, managing and delivering various aspects of the project to ensure alignment and compatibility, ultimately contributing to the successful completion of the Ontario Line project. 

 

Responsibilities

  • Leads the engineering management, Interface management and technical management teams
  • Ultimately responsible for the management, to baseline, of the engineering production and integration across EGS contractors and with interfacing contractors.
  • Works closely with the Delivery Manager to ensure engineering, procurement, construction, Testing & Commissiong, and Handover efforts are fully aligned.
  • Document Review and Analysis: Thoroughly review and analyze technical documentation, including plans, specifications, drawings, and reports, to identify potential discrepancies, conflicts, or gaps that may arise during the integration process.
  • Risk Assessment: Identify and assess risks associated with contract integration/ engineering production/ progress and develop mitigation strategies to address any potential issues or conflicts that may arise.
  • Quality: Implement quality control measures to ensure that all deliverables from each contract align with project requirements, technical standards, and regulatory guidelines.
  • Progress Monitoring: Track and monitor the progress of each sub-contract integration (covering design), identifying any delays, bottlenecks, or issues that may impact the overall project timeline and coordinating necessary actions to address them.
  • Issue Resolution: Working with the Technical Manager, proactively identify and resolve technical issues, conflicts, or discrepancies arising during the integration process, working closely with the relevant stakeholders and contractors to find optimal solutions.
  • Knowledge Transfer: Facilitate the transfer of technical knowledge and best practices with other segment contracts, ensuring that valuable insights and lessons learned are shared effectively to enhance future project performance.
  • Assist the Systems, Engineering & Assurance (SEA) Manager with the development and maintenance of key governing project plans and procedures, such as the OL Handover Procedure.
  • Reporting and Documentation: In line with the SEA plans and procedures, prepare comprehensive reports, status updates, and technical documentation outlining the progress, challenges, and achievements related to the engineering progress and integration processes.
  • Conducts the annual reviews of direct reports.
  • Stakeholder Engagement: Collaborate with project managers, engineers, architects, and other stakeholders to understand their requirements and incorporate them into the contract integration process.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related field. Advanced degree preferred.
  • Level 1: Proven experience in overseeing and managing the technical delivery and handover process in large-scale infrastructure projects, preferably within the transportation sector with 20 years of experience. Has managed, at a director level, engineering teams.
  • Level 2: Proven experience in overseeing and managing the technical delivery and handover process in large-scale infrastructure projects, preferably within the transportation sector with 25 years of experience. Has managed, at a director level, multi-functional teams such as engineering, T&C, Handover.

 

Additional Qualifications

  • Strong understanding of engineering principles, construction methodologies, and project management practices.
  • Excellent organizational and analytical skills, with the ability to identify potential issues and devise effective solutions.
  • Exceptional communication and interpersonal skills, with the ability to collaborate with diverse stakeholders and build strong working relationships.
  • Detail-oriented mindset with a focus on accuracy and quality control.
  • Proficient in project management software, document control systems, and MS Office suite.
  • Knowledge of subway systems, alignment design, and relevant industry regulations is highly desirable.
  • Professional certifications in project management or relevant fields are a plus.
