Project Overview

Bechtel is seeking an experienced contracts manager to act as the commercial lead for an entire area of a large and complex rail system project in Ontario, Canada. Bechtel is serving as the primary source of sound professional oversight of project delivery, the client’s compliance with regulatory and stakeholder requirements, procurement, risk management and construction expertise and judgement in all phases of the Project works.

 

Position Summary

Provide detailed input on large and complex contract bidding to help ensure a commercially successful project outcome. Oversee a team performing the review of the progress of numerous contractors and provide executive level management with information regarding any financial, legal, or technical difficulties. Establishment and assurance of compliance with change order and amendment procedures in accordance with local public procurement requirements. High level negotiation with contractors as owner’s representative to reach negotiated agreements. 

 

Responsibilities 

  • Definition of contracting strategy and required staffing.
  • Development and management of appropriate mechanisms to monitor compliance to agreement terms, company policies and procedures.
  • Lead team(s) to implement the contracting strategy inclusive of systems, procedures, and controls. 
  • Analyze contracts and execution plans to highlight areas of commercial risk and to provide mitigation actions.
  • Lead bid efforts by coordinating pricing requirements across functional teams, developing staffing plans, and issuing bid documents.
  • Develop Key Performance Indicators for timely commercial decisions.
  • Enable continuous improvement and utilization of best practices.
  • Audit projects to identify commercial improvement opportunities. 

 

Qualifications and Skills

Basic Qualifications

  • Level 1: Bachelor’s degree in business, Supply Chain Management, or other industry related field along with 15+ years of experience.
  • Level 2: Bachelor’s degree in business, Supply Chain Management, or other industry related field along with 17+ years of experience.
  • Detailed knowledge of procurement regulations, policies, and practices. 
  • Specialized courses or experience in pricing, contract law, negotiations, and accounting. 
  • Possesses extensive knowledge and experience in contract management and apply that knowledge and experience to establish project contracting procedures and tools. 
  • Detailed knowledge of engineering/construction industry contracting best practices, policies, and procedures as well as ability to stay up to date on industry wide trends.

 

Additional Qualifications

  • Demonstrated exceptional oral and written and inter-personal communication skills as well as ability to develop staffing plans, make hiring decisions, and manage a team of contracts professionals. 
  • In-depth experience in differing contract types, fee arrangements and contract terms and ability to apply those concepts to the development of complex tenders. 
  • Ability to present status and recommend potential solutions to contractual problems to executive level management and public stakeholders.
  • Prior rail project experience, including familiarity with rail operating systems is preferred.
