Project Overview

Position Summary

This position is a full-time role that offers part-time telework flexibility in the Richland, Washington project office. Upon initial hire and onboarding, the position will require full time presence in the Richland, Washington project office, then may offer part-time telework flexibility. This position works a 9/80 schedule, offering every other Friday off.

 

Please be advised that the telework designation of the position may be changed in the future at the discretion of the company or project.

A successful Senior Project Controls Cost Engineer on the Waste Treatment Plant (WTP) Project will collaborate with their lead/supervisor to perform cost/schedule engineering and/or implementing change control, risk management, project financial controls, and reporting work processes. All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and Bechtel’s corporate requirements. The successful candidate will also have an innovative approach to completing their work, advanced automation skills, and/or Business Intelligence Analytics, and will require frequent interaction with other members of the project team to develop solutions to execution challenges.

 

Responsibilities

  • Understands the project scope, schedule, and cost objectives and works with assigned department(s) to develop and implement a plan for successful execution.

  • Performs cost engineering, change control, and metric reporting in coordination with other members of the Project Controls team that require an advanced level of technical skill and experience. Prepares trend estimates as related to facilitation of Corporate and wage rate updates.

  • Routinely coordinates with Project and Corporate Controller. Responsible for the development and accuracy of cost reports, metrics, reconciliations and verifies consistency with previous reports.

  • Ensures correct and accurate record of Project costs and mentors the Project Controls team on cost recording, reporting, and analysis. Prepares routine and special studies related to assigned scope.

  • Collaborates with other project team members to identify, analyze, and provide innovative solutions to cost and schedule integration challenges.

  • Assists in management of the cost and schedule integration tools and utilities. Assists in developing processes and requirements for Incurred Liability and Cost and Commitment reporting in relation to Funds Management and Project reporting requirements.

  • Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements. Assists in developing and implementing requirements for cost standards, cost coding and recording and ensures compatibility and consistency with existing processes.

  • Understands and supports Earned Value Management Systems (EVMS). Completes all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, Cost Processor, and associated software tools.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree from an accredited university and at least nine (9) years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least fifteen (15) years of professional experience.

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)

  • Must possess the right to work and remain in the United States without sponsorship.

 

Additional Qualifications

  • Knowledge of Project Controls processes and procedures acquired over time through specialized instruction or practical experience. Demonstrated understanding of Project Controls general technical skills and tools.

  • Proficiency in scheduling software applications (Primavera P6), cost processing applications (COBRA) and software applications such as Excel, Word, PowerPoint, Power BI.

  • Flexibility to respond to urgent project requests and/or changing priorities.

  • Demonstrated excellent interpersonal, collaborative and communication skills.

 

 Preferred Qualifications

  • Experience in multiple Project Controls roles and disciplines or other functions.

  • Demonstrated ability to perform cost data analysis and reconciliation with minimal supervision using a high level of professional judgment.

  • Advanced proficiency in MS Access including the ability to analyze/edit queries, forms, reports, and macros. Advanced proficiency in MS Excel including the ability to migrate data between Excel spreadsheets and databases.

  • Knowledge of Controller process and methods in managing and recording Project costs.

  • Experience with change management such as baseline change proposals and trending.

  • Knowledge and/or work experience with ANSI 748 compliant Earned Value Management System on a DOE project.

  • Familiarity with Project Accounting and/or Project Financial Management concepts.

  • Familiarity with Bechtel Corporate applications (Ecosys, BPS/Digital Supply Chain, CFAR, Aconex)
