Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

Position Summary

The Startup (SU) Mechanical senior Test Engineer (TE) reports to the Project Startup Manager (PSUM) or Startup Test Lead Engineer (TLE). The Poland TE may have indirect reports, who will take day to day direction for work assignments from the TE, but report functionally to the Poland PSUM. The Poland TE is responsible for implementation and execution of the test and commissioning (CSU) test plan.

 

Responsibilities

  • Supervises assigned junior test engineers in their day to day work activities

  • Reviews functional acceptance criteria documents.

  • Coordinates the development and execution of test instructions, test reports, and administrative documentation.

  • Develops nuclear NRC/DOE/DOD quality level of startup test instructions templates and other commissioning documentation.

  • Coordinates with project controls team to maintain the work execution plan schedule updated,

  • Develops and maintains engineering system turnover and handover schedules or skylines

  • Develops scope drawings

  • Identifies individual systems commissioning sequence

  • Supports/Participates facility/system design reviews

  • Develops the Maintenance program for the project

  • Reports to the PSUM technical issues or problems noted during the executions of the above activities.

  • Performing duties as an individual researcher or worker including conceiving, planning, and conducting research in problem areas of considerable scope and complexity.

  • Serving as a technical specialist in the application of advanced theories, concepts, principles, and processes for an assigned area of responsibility (i.e., subject matter, function, type of facility or equipment, or product). Keeps abreast of and applies new scientific methods and developments affecting the organization for the purpose of recommending changes.

  • Participates in Factory Acceptance Testing (FAT) at different suppliers locations and provides input and trip reports.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor Degree from an accredited university in Engineering or related field and 13 years related experience in startup, nuclear power facility experience, or similar; in lieu of a formal degree, 19 years of related experience to include Startup, nuclear power facility experience, DOD / DOE experience.

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

 

Minimum Qualifications

  • In-depth knowledge in the areas of and knowledge of principles and practices related to startup testing and commissioning.
  • Good knowledge of related construction and engineering practices and the economics involved. Knowledge of industry and regulatory standards, and design criteria for nuclear power plants.
  • Excellent computer skills
  • Demonstrated successful experience in planning and scheduling of commissioning activities on a project level. Excellent oral and written communication skills with experience preparing and presenting test procedures and reports.

 

Preferred Qualifications

  • Previous experience and knowledge of NS&E Bechtel Startup procedures, programs, and processes.
  • Previous experience as a Bechtel Startup (Commissioning) Mechanical Test Engineer scheduling and performing system checkout and operation.
  • Previous commercial Nuclear or Department of Energy experience with NQA-1/NRC requirements supporting an Operational Readiness Review.
