Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF Construction project works on various schedules with differing start times pending project needs and may require employees to work overtime and/or night shift as business needs arise. 

 

Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

Assigned to the Construction organization as a Mechanical Field Engineer. Responsible for supporting Field Supervision and Craft personnel with material and technical documentation for permanent plant and temporary construction installations. 

 

Responsibilities

  • Assist construction supervision in planning construction methods and procedures.
  • Coordinate engineering or construction problems with superintendents.
  • Interpret design engineering drawings and prepares construction working drawings for the use of superintendents as required, including temporary construction facilities.
  • Field sketches of revisions and additions and preparing "as-built" drawings.
  • Reviews design drawings, studies Interference problems, and reviews related vendor drawings and installation instructions.
  • Prepare or direct preparation of field bulk material purchase requisitions, including estimating the quantities and material takeoffs of the field purchases of materials. 
  • Track commodities on quantity tracking systems or other computer database programs as required.
  • Assist in coordination of vendor material deliveries, storage of materials, expediting, and engineering reports related to the schedule.
  • Prepare projections and schedules for manpower, material, and equipment requirements.
  • Prepare field change notices, extra work orders, and back charge notices.
  • Prepare assigned Project Controls programs.
  • Review project controls documents on progress. Assure the project controls programs are fully automated for use in the field.
  • Prepare cost estimates and review project design and engineering bills of materials to ensure their completeness.
  • Maintain records of costs and quantity information, evaluates data, prepares applicable reports as requested by project management utilizing established, standardized automation tools.
  • Monitor the activities of subcontractors to ensure compliance with plans and specifications.
  • Administer change notices and amendments, audit contractor requests for progress payments.
  • Maintain updated subcontractor schedules, as assigned.
  • May be required to provide input on employee reviews of assigned subordinate personnel.
  • Monitor installation of materials and equipment to assure conformance with drawings and specifications.

 

Qualifications and Skills

Basic Qualifications

  • Level 1: B.S. Degree in Engineering or similar and 6+ years of experience, or in lieu of degree, 12+ years directly related experience.
  • Level 2: B.S. Degree in Engineering or similar and 9+ years of experience, or in lieu of degree, 15+ years directly related experience.
  • Must be a US Citizen.
  • This role requires a facility-specific clearance that requires U.S. Citizenship.
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.
  • Must be physically able to conduct field inspections and participate in project walk downs that may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.  

 

Minimum Qualifications

  • Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is required.
  • Candidate should be a self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
  • Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, NFPA as well as NQA-1 requirements.
  • Knowledge of environmental compliance standards required on NNSA/DOE projects.

 

Preferred Qualifications

  • Recent Bechtel experience as Project Field Engineering/Deputy Project Field Engineer on a large Bechtel Project.
  • Bechtel Certification as a Lead Mechanical/Piping Field Engineer (LDFE - BCert).
  • Previous experience working on a large EPC project for the Department of Energy (DOE).
  • Previous experience NQA-1 Piping (small bore) and Specialized Mechanical Equipment (Glove Boxes, equipment skids, multi-discipline pipe racks).
  • Previous experience as an IBC Owner Inspector (Certified).
  • Previous experience using TeamWorks or Pipe Fighter Application/Tools (Bechtel).
  • Experience with piping system cleanliness blows/flushes.
  • Experience with ASME B31.3.
