Project Overview

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

 

Position Summary

Provides overall direction, coordination, and guidance in managing the security program for the Ohio One Project. Develops and implements security policies, procedures and briefings. Serves as the principal advisor and single point of contact for security matters within Bechtel’s scope. Provides functional guidance and direction to site security services, as well as other subcontractors employed. Responsible for the development and implementation of security training for project management and the workforce as deemed appropriate through the lifecycle of the project.

Supervision Received

  • Reports to the Site Manager and receives operational guidance from the Project Director.

  • Receives functional guidance and support from the Global Security Manager for Corporate Security through the Regional Security Manager (Americas).

Supervision Exercised

  • Supervises assigned personnel in a subordinate role and manages the delivery of site security services. 

Contacts

  • Position shall maintain communications with:

  • Bechtel project management, site safety & emergency response team, functional managers and subcontractors to ensure coordination and compliance of overlapping programs and issued guidance related to security.

  • State, local and federal law enforcement, regulatory agencies, and other security service providers weaved into project security and/or influence project operations and activities.

  • Security equipment manufacturers, security organizations, vendors, and consultants to stay abreast of new and developing technology and its potential application for enhanced project security.

 

Responsibilities

  • Plan, initiate and manage all aspects of physical security, information security and personnel security for the scope awarded and in support of the customer and all stakeholders.   

  • Directs and manages the identification, development and implementation of security strategies and programs so as to respond to security conditions/incidents that present personal, physical and financial risks that can pose harm to the company, customer and all stakeholders.   

  • Directs and manages the administration and operations of a project wide security program to ensure compliance with company directives, customer policies and procedures and government mandates.  

  • Directs and manages the development and implementation of security concepts and tests that shall include emergency preparedness and continency plans.  

  • Maintains regular communications with project managers and functional managers to ensure security is incorporated into project proposals that satisfy customer requirements and government mandates.  

  • Monitors, actively engages and audits the activities of site security services for performance and compliance to contractual obligations.    

  • Implements appropriate security awareness training programs that may be group specific or project wide. 

  • Identify, develop and provide specialized training for security service personnel as needed.

  • Directs and implements a comprehensive Insider Threat Program that aligns with customer, project, and corporate guidance.

  • Represents site management on security matters at project meetings, consultations with customer representatives, government entities, and peer industry associates, when appropriate.

  • Conducts and manages investigations for lost/missing/stolen property/assets, allegations of misconduct, workplace violence and any other security incident reported.     

  • Develop and manage key performance indicators for security unit personnel and site security services to ensure audits/inspections are routinely performed, documented, reviewed, acted on and corrected.    

  • Reviews and evaluates the effectiveness of jobsite security programs and performs trend analysis.      

  • Maintain a close working relationship with local, state and federal law enforcement, peer security professionals, and security groups. 

  • Monitor and analyze developing trends that may influence project behavior and guidance, requiring security mitigation revisions and site strategy enhancements.   

  • Manages and evaluates the performance of assigned security personnel and makes recommendations for employee recognition, salaries, bonuses, and awards in consultation with the functional manager.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree, preferably in Security Management, Business Management, Criminal Justice or Police Administration.    

  • Significant experience in law enforcement, military, intelligence, or public, private or government security service organizations (preferably with 16+ years of work experience).

  • Proven experience in managing security programs, including program planning, budgeting, and personnel administration and diverse workforce (preferably with 16+ years of work experience).

  • US Citizen  

Additional Qualifications

 

  • Flexibility to respond to urgent project requests and/or changing priorities. 

  • Proven ability to work under pressure and with minimal supervision.

  • Highly skilled in verbal and written communications.

  • Knowledgeable of MS Word, PowerPoint and Excel.   

  • Formal and specialized training in industrial security, criminal justice, industrial relations, personnel and resource management and associated disciplines.

  • Knowledge of current physical security principles and procedures, and the application of equipment & technology in its use for physical security and access control. 

  • Knowledge of government regulations and laws (state & federal) as it relates to personal/industrial security and the environment.  

  • Cognizant of Occupational Safety & Health Administration (OSHA) requirements and construction site disciplines and behaviors.
