Project Overview

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

 

Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

 

Position Summary

The Ohio PLS – Survey Control Manager (SCM) reports to and provides technical support as related to survey to the Project Survey Manager (PSM). The SCM will provide oversight and/or direct activities relating to the establishment or verification of the project survey control network in support of the project’s survey team. The project’s survey control network is utilized in support of construction engineering activities, including earthwork, excavation, concrete, structural steel, mechanical, and piping, etc. installation.

 

Position Duties and Responsibilities

The Ohio PLS - Survey Control Manager’s (SCM) duties include, but not limited to, the following: 

  • Provides oversight of the Survey Verification Team’s operations and overall quality and integrity related to the establishment, verification, and maintenance of the Project’s Survey Control Network and the Project’s Settlement Monitoring Program
  • Provides Ohio Professional Land Surveyor signature and seal on Survey Control Network Reports and Settlement Monitoring Reports as required in the performance of duties
  • Provides technical support as related to survey to the Project Survey Manager (PSM)
  • Ensures that all survey control and settlement monitoring work is performed with the highest regard for the safety of all involved
  • Supports the survey team’s implementation of the project safety, quality, and environmental programs.
  • Supports the survey team’s implementation of the Bechtel Standard Work Process Procedure, Construction Surveying (SWPP 3201)
  • Perform duties of a Party Chief on a 2 or 3 person direct-hire survey crew if required
  • Utilize survey instruments in adherence to Bechtel’s Survey Procedure, (SWPP3201)
  • Responsible for the accurate recordation of control surveying and settlement monitoring field data according to job specifications and appropriate methods of performing survey activities/Industry Best Practices
  • Oversee the development and management of survey data
  • Oversee the Calibration Baseline checks of survey instruments
  • Supervise the preparation of survey CAD drawings associated with survey control and settlement monitoring field work
  • Perform and/or check survey computations as required in the performance of duties
  • Perform and/or check survey control network least squares adjustment computations as required in the performance of duties
  • Supports the PSM with the implementation of the survey training program
  • Supports the implementation of project’s Laser Scanning program
  • Supports the implementation of project’s Metrology program

 

Qualifications and Skills

Basic Qualifications:

  • Engineering/Technical degree and 9 years’ experience in surveying, involving a mix of field and office duties with modern instruments, software, and technology; with at least 5 years’ supervisorial experience or 15 years’ experience (in lieu of a degree), with at least 5 years’ supervisorial experience
  • Must have the right to live and work in the USA without sponsorship
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education
  • Knowledge of supervisory functions relating to surveying field & office activities

 

Additional Qualifications:

  • Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner
  • Demonstrated ability to work in a team-based environment, able to formulate a working relationship with survey team members, other departments, and contractors, and survey functional management
  • Intermediate level use of Microsoft Teams, Outlook, Word, and Excel Excellent problem-solving ability
  • Demonstrated proficiency with Survey CAD software, such as TBC and Civil 3D
  • General awareness of environmental laws
  • Awareness of government compliance standards
  • Must have experience managing teams working on multiple work fronts; experience working under time constraints, and must be adaptable to changing conditions
  • Must be physically capable to participate in project walkdowns, which may require the following activities:  extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in, or maneuvering around very small and/or confined spaces, and lifting up to 40lbs without assistance.
  • This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises

 

Preferred Qualifications:

  • Knowledge of Bechtel’s “Zero Incidents” safety program. Must have a strong drive toward safety, both on and off the job, a commitment to seeing everyone go home each day as well and healthy as they came to work that day
  • Knowledge of Bechtel quality standards. Must have a solid record of successful project completion with little to zero rework
  • Prior Bechtel Survey Mega-Project experience
  • Working knowledge of Bechtel construction procedures
  • Experience with UAV/Drones
