Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

 

The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Position Summary:

The Project is looking for experienced Commissioning and Start-up Electrical Leads who will be responsible for the electrical commissioning testing and startup part of the project and reports to the Project Start-up Manager. The Electrical CSU Lead will initially be in the Houston, Texas home office to assist in planning and scheduling for the preparation of CSU Electrical deliverables. During field execution, the Electrical Lead will be based at the Port Aurthur, Texas PALNG site overseeing and coordinating all Electrical CSU activities according to project specifications and schedule plans. As such, the willingness to move close to the site is a prerequisite for the position.

 

The role requires excellent communication skills, as the Electrical CSU Lead will collaborate with various Project team members in management, commissioning, engineering, construction, subcontractors, vendors, licensors, and procurement to achieve project objectives.

 

The Electrical CSU Lead oversees CSU electrical test technicians in the verification of electrical installation and testing electrical components/systems within the project scope. The Electrical CSU Lead will assure the highest level of safety, productivity, work quality, reliability and completion for all electrical commissioning testing and energizing of electrical systems.

 

Responsibilities:

Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed, by assuring compliance with the PTW, JHA, LOTO and STARRT procedures and practices.

 

Home Office Responsibilities Include (this list is not all inclusive):

  • Defining the Electrical Testing Execution Plan and sequence required to progressively complete the Electrical testing scope.
  • Submit, to the Project Start-up Manager, daily and weekly progress reports related to work progress in assigned area, number of personnel in office, and Safety incidents.
  • Participate in engineering design reviews and provide commissioning input, provide solutions, and eliminate barriers that prevent the completion of work.
  • Provide information on the Electrical Sections of the O&M Manuals and review material developed.
  • Oversee the development of electrical test procedures and electrical equipment energizing procedures.

Site Responsibilities (this list is not all inclusive):

  • Plan and coordinate work activities of all CSU electrical test technicians and sub-contractors for assigned commissioning electrical testing scopes in alignment with the schedule and available systems turned over from Construction.
  • Submit, to the Project Start-up Manager, daily and weekly progress reports related to work progress in assigned area, material and tool availability and utilization, number of personnel on site and Safety incidents.
  • Review & closeout all electrical scopes, includes working with design engineers, keeping record of as-builts, managing change, writing RFI’s, & supporting commissioning & scheduling inspections for system turnovers
  • Coordinate work fronts with the Project Completions, Construction Turnover Teams, and Client representatives.
  • Ensure all electrical test packs, Inspection Test Records (ITR) and applicable Commissioning Check sheets are filled out and signed off.
  • Be able to lead testing teams to test and troubleshoot electrical equipment such as switchgear, breakers, protective relays, transformer, MCCs, electric heaters, grounding grids, cathodic protection.

 

Qualifications and Skills:

Basic Qualifications:

  • Bachelor’s degree in electrical engineering or a related field.
  • Eight (8) plus years of commissioning experience in cryogenic units such as Liquefied Natural Gas (LNG), Ethylene Units, Petrochemical, and Gas Processing Facilities.
  • In Lieu of formal education 15+ years of experience in cryogenic units such as Liquefied Natural Gas (LNG), Ethylene Units, Petrochemical, and Gas Processing Facilities.

Additional Qualifications:

  • Good knowledge in compressor, gas turbine, and liquid hydraulic turbine electrical testing and troubleshooting.
  • Knowledge and understanding of administration, supervision, and management.
  • Be familiar with ANSI/NEETA Standards, NFPA 70 E, IEC, ISA, NFPA 59A Standards.
